Objectives

Enable the student to:

  • Identify and understand the structure, components, and characteristics of electronic documents, as well as grasp the concept of legality and validity.
  • Identify and understand the types and formats of electronic documents and comprehend their specificities.
  • Understand the value of electronic signatures and the services related to digital certification and other electronic identification mechanisms.
  • Understand the electronic administration services applicable to the management of electronic documents. Identify and analyze the archive function in the context of electronic administration.
  • Identify and understand the processes of managing electronic documents and analyze the use of cloud services in their management.
  • Understand the concepts of digital preservation, its strategies and techniques to learn how to develop a digital preservation plan.
  • Understand in depth the characteristics and functionalities of a digital archive

Contents

Unit 1 - Electronic record.


Definition. Components. Characteristics. Types and formats. Issues with electronic records. Archival models in electronic records management. Legal value of electronic records. The electronic record in the NTI.


Unit 2 - Digital certification and electronic signature


Electronic identification and signature systems. Digital certification in the Catalan AAPP. Electronic signature. Electronic signature and certificate policy of the Administration in the NTI.


Unit 3 - Electronic administration


Definition. The rights and duties in e-government. The Catalan model of e-government. Service catalog offered by the Consorci AOC. Open Data and transparency, practical cases.


Unit 4 - Electronic Record Management


The integration of electronic records in the ERMS.The electronic file in the NTI and LPACAP. Record management processes and their specificities in an electronic environment. Record management policy in the NTI. Cloud computing and Records Management System.


Unitat 5 - Digital Preservation


Introduction and basic concepts of digital preservation. Digital preservation strategies and techniques. Risk analysis in digital preservation: national and international scenarios. Digital preservation policies and plans.


Unitat 6 - Digital Archive


Definition. Models of digital Archive. Components and functionalities. Practical applications and tools. Evaluation and certification.

Teaching methodology: The teaching methodology will combine in-person or virtual lectures by the instructor, joint activities such as debates and presentations, individual and group exercises carried out in class, and individual assignments completed outside the classroom, which may be subject to evaluation. This methodological combination aims to facilitate the acquisition of the theoretical concepts required to pass the course, as well as to apply theory in the resolution of practical situations and decision-making related to the course syllabus.


Language of instruction: Catalan.


Course Planning and Virtual Campus: A detailed schedule outlining the content of each session will be presented on the first day of the course and will be available on the course’s Virtual Campus, where students will find the various teaching materials deemed appropriate by the instructors and necessary information for effective course monitoring. Should the teaching modality change for reasons of force majeure according to the competent authorities, the teaching staff will inform students of any modifications to the course schedule and teaching methodologies.


Gender perspective: The course content will be sensitive to issues related to gender perspective and the use of inclusive language. A critical perspective is encouraged on how technological decisions can either perpetuate or help correct gender bias. Topics such as the apparent neutrality of information systems and the inclusion of gender-sensitive criteria in metadata and description practices are addressed.

Annotation: within the schedule set by the centre or degree programme, 15 minutes of one class will be reserved for students to evaluate their lecturers and their courses or modules through questionnaires.

Assessment Type

Assessment is continuous. This subject does not have a single evaluation system as a significant part of the course content is highly practical and it does not make sense to have a theoretical exam.


Assessment Activities

  • Practice on web archives (25%)
  • Practice with digital certificates and electronic signature, and development of an electronic signature management protocol (25%)
  • Practice on risk analysis in a chosen institution (25%)
  • Perform a set of functional tests to simulate the operation of an digital archive (25%)


The activities must be submitted within the specified deadlines and will be carried out sequentially as the course progresses.


Review and Reassessment: When each assessment activity is carried out, the lecturer will inform students (via Moodle) of the procedure and the date for the review of grades. Students will be entitled to reassessment in the course if they have been evaluated on a set of activities accounting for at least two-thirds of the total course grade. If a student does not meet the learning requirements, there is a recovery system based on a final theoretical exam.


Not Assessed: Students will obtain a not assessed/not submitted course grade unless they have submitted more than 30 % of the assessment items.


Use of AI: In this course, the use of Artificial Intelligence (AI) technologies is permitted as an integral part of assignment development, provided that the final outcome demonstrates a significant contribution from the student in terms of analysis and personal reflection. Students must clearly identify any content generated using AI, specify the tools employed, and include a critical reflection on how these technologies have influenced both the process and the final result of the assignment. Failure to disclose the use of AI in this assessed activity will be considered a breach of academic integrity and may result in a partial or total penalty to the assignment grade, or more serious sanctions in severe cases.


Academic misconduct: The performance of any irregularity in an evaluation act (academic fraud, plagiarism or improper use of AI, unless this use is expressly authorized by the teaching guide), which may lead to a significant variation in the grade, assumes that this act will be graded with a 0. In the event that the teaching guide foresees that in order to pass the subject it is an essential requirement to have obtained a minimum grade in this evaluation act or that there are several irregularities in the evaluation acts of the same subject, the final grade of this subject is 0. Apart from this, a disciplinary process may be instructed to the student that incurs any of these irregularities.


Procedure in Cases of Suspected Academic Misconduct: Any student suspected of submitting assignments that have been generated by AI, written by others or copied; include unattributed AI-generated content, or fall outside the permitted scope, may be asked to provide the preliminary work or other materials that can demonstrate it is original work and the result of their own authorship. They may also be asked to separately explain or justify their work. Teachers may also use AI detection systems or carry out any verification tasks they deem appropriate. If, after review, the instructor detects irregularities, the assignment may be graded zero, and the student may be subject to further disciplinary action.
